政府的應變措施

政府充當緩和對化學武器和生物毒素的擴散和用途的一個重大角色。堅定地遵守和執行禁止化學武器公約的協議， 政府可能造成一個國際傾向，指摘那些甚而試圖使用這樣武器的。以這個情況，對危險物料的通入將嚴重地減少，而攻擊的威脅將相應地減少。那是由國家政府決定是否與代辦處像聯合國合作，雖則真實的懲罰不會順從公約的目標。
